Inclusive Education
For Educator Preparation
The California State University Office of Educator Preparation and Public School Programs is dedicated to assisting programs in the preparation of future educators who value and implement inclusive practices. This website was established to provide examples of research, practices, and supportive exemplars that promote inclusive education across the CSU teacher preparation programs.
The primary audience for this work is faculty in the CSU system that prepare general education teachers and leaders, and special education teachers who provide support to collaborating teachers, service providers, and students across settings. These peers need to collaboratively and deliberatively find intersections in their work to make all classrooms and experiences inclusive (Blanton, Pugach, Boveda, 2018).
This website was developed with a specific focus on the California context and licensure requirements (i.e., Teaching Performance Expectations; TPEs). The website features resources from nationally funded centers, professional organizations, state and local education agencies, and published research. It is organized using the CA Multi-Tiered System of Supports (CA MTSS) and Universal Design for Learning (UDL) frameworks as the overarching structure. Resources are made available so teacher educators can equip candidates with the skills and knowledge to provide tiered interventions matched to their students’ learning. The website provides teacher educators five sections featuring a variety of resources in core instruction (literacy, math, content areas of science, social science, music and visual arts) as well as social emotional learning and positive behavior interventions and supports (PBIS).
The website’s Home page has foundational knowledge related to inclusive practices and teaching, Multi-tiered System of Supports (MTSS), Universal Design for Learning (UDL), Culturally Responsive Teaching (CRT), Teaching Performance Expectations (TPEs), and High Leverage Practices (HLP).

The Inclusive Education website was created through the ongoing support of the Bechtel Foundation that promotes endeavors that enhance the high-quality educational experiences that help California’s children and youth develop the knowledge, skills, and character to explore and understand the world around them, and to grow into caring, informed, and productive adults. In schools, teachers guide learning and promote social and emotional development. State policies as well as educational models, such as inclusive education, provide vital context for the work, enhancing what and how students learn.
